Victoria In-Service Support Contract

Babcock Canada delivers vital In-Service Support for the Royal Canadian Navy’s fleet of Victoria Class submarines.

In 2005 Canada was faced with significant problems providing in-service support for its Victoria Class submarine fleet and issued a tender for the Victoria In-Service Submarine Contract (VISSC).
The scope of the VISSC included:

  • Project Management
  • Records and Logistics Support
  • Engineering Support
  • Maintenance Support

As the UK leader for In-Service Submarine Support, Babcock teamed with Weir (Canada) to bid in Joint Venture (JV) for the contract and the JV was awarded the contract in July 2008.

The JV was re-branded in 2011 to Babcock Canada Inc, a division of the Babcock International Group of companies.

The contract required Babcock Canada to execute a start-up program that included setting up three new offices across Canada, establishing the financial and computer systems and ramping up to a planned delivery team of over 100 for the duration of the 15 year contract.

Babcock Canada established an initial core team of experienced Canadian project managers and engineers, the majority of whom were ex-naval officers. The core team was also augmented by a small group of secondees from Babcock’s parent company in the UK, which had direct experience of the processes and systems to support the Royal Navy’s submarine fleet.

This core team built the secure infrastructure needed by the new business and worked with the customer to tailor the processes that were used by SSMG in the UK to align with the new contract. The contract start-up review was successfully completed with the client in October 2008. As part of this review Babcock Canada had to meet contract requirements to deliver a suite of management plans covering all in-scope contract disciplines.

Following the initial start-up, Babcock Canada has continued to grow and has now established facilities in Victoria, B.C., Halifax, NS., and Ottawa, ON.

HMCS CHICOUTIMI

HMCS CHICOUTIMI, the first submarine to undergo an Extended Docking Work Period (EDWP) managed by Babcock, originally entered her EDWP in 2010 and was undocked in November 2013 at Victoria Shipyards in Esquimalt. The EDWP consisted of a collection of planned maintenance repair specifications and engineering capability updates that required the submarine to be out of the water, allowing the vessel to be checked, re-validated and updated.

In December 2014, Babcock Canada handed over HMCS CHICOUTIMI back to the Royal Canadian Navy following the successful deep maintenance period.

This milestone marked the first of the Victoria-Class submarines to undergo a deep maintenance period managed by Babcock Canada through the Victoria In-Service Support Contract (VISSC), and the first Canadian naval vessel to have an EDWP conducted by the RCN’s industry partners.

Babcock is an ongoing success story and is providing the Canadian Navy with the high quality of support services it was looking for when it initiated the VISSC process.

Canadian Coast Guard

Babcock Canada is a trusted provider of vessel refit and life extension support to the Canadian Coast Guard’s fleet of Arctic icebreakers.

As announced in the Economic Action Plan 2012, the Canadian Government plans to extend the life of sixteen Coast Guard vessels and complete mid-life modernizations on an additional two existing hovercraft over the next 10 years.

Having successfully completed the upgrade and refit of two of the Canadian Coast Guard’s largest Arctic icebreakers, the CCGS Louis St-Laurent and CCGS Des Groseilliers, Babcock Canada has established itself as a trusted partner and provider of marine surface vessel support in Canada.

The Canadian Coast Guards’ Flagship

In April of 2014 the Government of Canada awarded a $6.5 million contract to Babcock Canada Inc. for critical refit work on the Canadian Coast Guard Ship Louis St-Laurent. This contract was awarded as the result of an open and competitive procurement process. The shipyard portion of the work was carried out by a domestic shipyard partner.

At over 15,000 tons and 119 meters long, the CCGS Louis St-Laurent is Canada’s largest and most capable icebreaker. The vessel is a highly adaptable multi-tasked ship with capacities for icebreaking in the Arctic as well as the Great Lakes, St. Lawrence Seaway and Atlantic coast.

The regulatory refit included significant docking related items including the pulling of both tail shafts, painting of the hull and tanks, overhaul of over 200 valves and the inspection of hull and seam welding. In addition to this, a number of capability improvements were completed including new mechanical stern seals, converter chiller, and crane overhaul. The team completed all of this work, while absorbing 30% growth to the work specification as a result of additional customer requests and work arising from inspection.

The work enabled the vessel’s deployment to the Arctic in the summer of 2014, where it conducted vital mapping of Canada’s continental shelf.

CCGS Des Groseilliers

Following the successful completion of the CCGS Louis St-Laurent refit, Babcock Canada was awarded a contract for Phase 1 of the planned vessel life extension of the Canadian Coast Guard Ship Des Groseilliers.

Based in Québec City, the CCGS Des Groseilliers provides icebreaking services, search and rescue support, and Aid to Navigation services on the St. Lawrence River.

The work that was undertaken on the 6000-tonne, 98-metre, 1200 Class medium icebreaker, included replacement of the vessel’s generator sets, main engine block as well as the propulsion control system. This was all done to enable the vessel to meet program requirements for the next 10 years.


 

In Australasia

Since 2009, Babcock has successfully met the technical, program and complex platform requirements of a growing number of customers in Australia and New Zealand.

Today, thanks to Babcock’s proven systems and processes and its 700 skilled staff members, we are acknowledged leaders in the challenging markets of defence, marine, ports, airports, mining and construction, and energy sectors. Through our asset management services, we bring a new and innovative approach to the management of complex fleets and assets.

Babcock now offers the combined services of seven different companies across six major states in Australia and New Zealand.

In Osborne, Australia, our Submarine Systems and Design Centre focuses on Australia’s current and future submarines. We recently signed a two-year $30 million agreement with the Australian Submarine Corporation to provide systems and equipment support, specialist engineering and design support, and planning and scheduling preventive corrective maintenance. We also secured a $3 million contract with SEA 1000 IPT, the Integrated Project Team focused on Australia’s future submarine needs.

Babcock also entered into a joint venture with the engineering firm, UGL Ltd. to form Naval Ship Management (Australia). Through a five-year, $320 million contract, the Babcock-UGL team delivers maintenance services to all eight Royal Australian Navy ANZAC Frigates.

In New Zealand, Babcock operates one of the country’s leading mechanical, electrical and electronic engineering facilities. As the result of a five-year (plus two-year) contract, we manage the Devonport Dry Dock on behalf of the Royal New Zealand Navy. We also provide engineering support to the New Zealand Defence Force (NZDF) and the commercial shipping industry.


In the United Kingdom

HMS Vengeance

Working with the Ministry of Defence and various partners in a collaborative and Joint Partnering Team (JPT) working agreement, Babcock International has undertaken the Long Overhaul Period (Refuel) (LOP(R)) of HMS Vengeance.

Babcock’s partners are Defence Equipment and Support (DE&S), Rolls-Royce and Ship’s Staff. Babcock and its JPT members are committed to en program delivery, ensure product quality and maximize the submarine’s operational capability for her next commission.

The Vengeance is the fourth Vanguard Class Trident nuclear submarine to be refitted and refuelled by Babcock at the Devonport Royal Dockyard by Babcock. However, the Vengeance refit features a number of significant breakthroughs. For example, Main Static Converters (MSCs) will be commissioned and installed on the Vengeance to reduce the noise footprint and availability of the vessel. Also, a Reactor Control and Instrumentation (RC&I) upgrade will further enhance nuclear safety.

Babcock has also designed a new layout for the Junior Rates Mess to allow more seating at mealtimes and better staff rotation capabilities. This modification has been accepted by the Design Authority, meaning it will be applied through the Class where applicable.

HMS Vengeance docked at Devonport in March 2012 for her LOP(R) incorporating circa 200 design Alterations and Additions (A&As) and Class modifications. She is the last submarine in her class have the reactor upgraded with ‘Core H’. This means the Vengeance will not need to be refuelled during her expected life span.

The Vengeance refit was both large and complex, taking more than 2.5 million man-hours, more than 2,000 people and over 80 sub-contracting companies. In addition:

  • 25,000 Manageable Tasks (MTs) were issued
  • Approximately 2.3km of cabling was installed
  • Over 7,000 welds were surveyed and repaired as necessary
  • Babcock overhauled 26,000 pieces of equipment
  • 32,000 litres of paint were applied to the submarine
  • The Babcock commissioning team tested approximately 400 systems

Type23 Frigate: Deep Maintenance and Refitting

 In large part, Babcock’s reputation is built on our ability to design, build, maintain and enhance assets vital to the delivery of essential public services. At the Devonport Royal Dockyard in the United Kingdom, we’ve gone dramatically further by introducing an innovative new program to extend the design-life expectancy of the Royal Navy’s Type 23 Frigate Class.

Working with the UK Ministry of Defence and BAE Systems through the Surface Ship Support Alliance (SSSA), Babcock will ensure that the Frigate Class can operate well beyond its original life-expectancy. Not only will the Type 23 life extension program (LIFEX), ensure that the class remains elevant against today’s threat, it will de-risk future transition into service of the Type 26 Class.

As part of the LIFEX program, the primary weapon system will be replaced and marine equipment will be significantly updated. Babcock will also make changes to address equipment obsolescence and to extend the life of the hull and superstructure.

Delivering the update and upgrade requirements for the Type 23 Frigates is difficult and complex. In response, Babcock has adopted a combined systems engineering and programmatic approach. This includes generating a realistic and achievable Class maintenance operating cycle, technical analysis to ensure the ship can reach its planned out-of-service date, co-ordinated management of the physical and functional integration activity, and integrated scheduling and management of risk for delivery.

Originally conceived in the late 1970s for anti-submarine warfare in the North Atlantic, the Type 23 Frigate first entered service in 1989. Since then, it has proven itself as a highly capable platform. With its replacement – the Type 26 Global Combat Ship – still years from operational service, the Royal Navy needs the Type 23 Class to operate well beyond its original design life.
